海南南海研究中心简介

　　海南南海研究中心是以南海争端为研究对象的专门学术机构。中心成立于1996年，同年被国家有关部门确定为全国研究南海问题的基地。海南南海研究中心设在海南省省会海口市，中心现有专、兼职研究人员20余名。主任是吴士存博士。
　　
　　海南南海研究中心的主要职能是为涉及南海问题的政府部门以及从事南海开发的各类企业提供研究和咨询服务，其主要研究领域包括：南海史地及南海诸岛主权；南海的地缘政治和南海地区的军事、外交冲突；《联合国海洋法公约》与南海地区形势的发展；南海资源的开发和养护；南海环境保护等。

中国“南海研究与培训基地”项目简介

　　为适应二十一世纪南海形势发展的需要，培养和平解决南海争端的外交、法理人才，经有关部门批准，海南南海研究中心将在美丽的海滨城市海口独立兴建中国“南海研究与培训基地”，该基地项目建设包括办公楼、专家楼、图书馆、培训中心、南海信息数据库、博物馆等。项目建设所需资金约3000万元人民币，其部分来源于中央和地方政府的拨款，其余仰仗海内外企业或友好人士的友情捐赠。

　　接受捐赠的条件、途径以及回报方式，我中心将制定专门的条例予以公布。

Brief Introduction on
Hainan Research Institute for the South China Sea (HRISCS)

Hainan Research Institute for the South China Sea (HRISCS) was set up in 1996 as one professional academic institute focusing on the research of the South China Sea conflicts. It was approved by the departments concerned of China as the national research base on the South China Sea issues in the same year. The Institute is set up in Haikou, the capital city of Hainan Province, P.R.China, with over 20 full- time and part-time research fellows at present. Dr. Wu Shicun holds the post of the director for HRISCS.

HRISCS has been operating with its principle functions as providing research and counseling for the governmental departments involved in the South China Sea issues and all manners of enterprises engaged in the exploitation of the South China Sea. Its principal researches cover from the history and geography of the South China Sea, the sovereignty of the South China Sea islands, the geopolitics of the South China Sea, the martial and diplomatic conflicts among the South China Sea Areas, to the development of “United Nations Convention on the Law of the Sea” and the circumstance of the South China Sea Areas, the exploitation, maintaining and tending of the South China Sea resources and its environmental protection.

Brief Introduction on the Project
of the China Research & Training Base for the South China Sea

To adapt the development of the South China Sea circumstance in the new 21st century and to cultivate diplomatic and legal talents for settling the South China Sea conflicts in a peaceful manner, the China Research & Training Base for the South China Sea will be established in Haikou, the beautiful coastal city situating in southern China by Hainan Research Institute for the South China Sea (HRISCS) after being approved by the departments concerned of China. The construction project of the Base to be composed of office building, experts building, library, training center, an information database on the South China Sea and a museum etc needs capital amounting to about 30 million RMB, some part of which will be allocated by the central and local governments, while the rest will rely on the donation by the enterprises and personnel of friendly terms from both at home and abroad.

HRISCS will formulate and issue special regulations on the manners and approaches for donation and the repayment ways as well.
